Due to the Freedom of Information Act, your FCC license is public information. Many solicitors mail letters and forms citing FCC fines in a threatening way.

One quick way to determine if a mailing is from the FCC: the FCC never asks for money when they mail you something.
There is no reason to pay an exorbitant amount to a solicitor requesting that you purchase a rule book. You have free access to this information on the FCC website, through National License, or your local public library.
